When the NHS Southern Alliance reviewed their cost base, they made a sobering discovery: procurement was their single largest expense, yet the people responsible for procurement — the commissioners — were often the least experienced in that discipline. The NHS naturally attracts world-class clinicians, not budding procurement specialists. If you had an instinct for sourcing, negotiation, or supply-chain strategy, you wouldn’t think, “I’ll join the NHS” — you’d think of Marks & Spencer, Tesco, or a major retailer.
And yet procurement represented one of the biggest opportunities to save the NHS money — if only commissioners had the right tools, training, and development pathway.
The NHS Had the Talent — They Just Needed a Way to Unlock It
By the time they came to us, there was a real tension simmering under the surface. The NHS knew it had smart, committed people. They weren’t lacking talent or dedication — they were lacking a structured way to develop procurement capability. Staff wanted to perform at a higher level but didn’t have a system that supported their professional growth.
They wanted to build something empowering, not punitive. Something that didn’t say, “You’re not good enough,” but instead said, “Here’s how we help you become exceptional.”

We worked closely with them to create a personal development portal — a system that captured opportunities, trainings, pathways, and resources in one place. A place where commissioners could finally get the professional development they deserved.
But there’s an irony that anyone who has ever worked with the NHS will understand. As soon as everything was delivered, the portal launched, the staff trained, and early wins started to appear… a change in government landed. Priorities shifted overnight. Much of the good work was quickly eclipsed by new political imperatives.
It perfectly illustrates one of the deeper problems inside the NHS: the constant churn of top-down policy changes often undermines the real improvements happening at ground level.
Still, what we built mattered — and it still stands as proof that capability can flourish when you create the right environment for it.
The Missing Insulation in a System Bleeding Value
Mindsheet developed for the NHS Southern Alliance of Hospital Trusts a personal development portal, called the Matrix. The Matrix is a central source for information about the professional development opportunities available to all commissioning staff across South Central.
The assignment included the definition of a specification followed by an Agile Development Approach toward implementation, design, and NHS staff training. Included in the programme was integration with the National Learning Management System.
